On 11-28-2009 at 2238 hours a traffic
crash occurred on IR 77 S at the 122.2 mile post in Coventry Township.
The Summit County Sheriff’s Office responded and investigated the crash
which involved two City of Massillon school buses. As a result of the
crash, 21 occupants were injured and one of the school buses caught on
fire.
During the subsequent investigation, Doc Shaffer, 55 year old white male of Canton who owns a private funeral escort service, was found to be escorting the buses. He was operating a white 2006 three wheeled motorcycle equipped with red and amber lights and stars affixed to all sides of the motorcycle that resembled that of a sheriff’s vehicle. He was also found to be wearing a uniform that resembled that of a Deputy Sheriff’s uniform, including patches on the sleeves and a breast badge. Mr. Shaffer was perceived by many witnesses of the crash as a law enforcement officer who was escorting the buses. On 12-30-2009, upon completing the crash investigation, Doc Shaffer was charged with “Impersonating a Peace Officer”, “Impeding the Flow of Traffic” and “Number of Lights Permitted on a Motor Vehicle”. Doc Shaffer was summonsed into Barberton Municipal Court on the listed charges.
