City of New Franklin Mayor Al Bollas to Chair Emergency Management
Executive Committee, Kallai to Vice Chair
On Thursday, February 19, 2009, members of the Summit County Emergency
Management Executive Committee (EMEC) elected City of New Franklin Mayor
Al Bollas to the position of Chairman and City of Barberton Police Chief
Michael Kallai to the office of Vice Chairman.
The Emergency Management Executive Committee is a government body that
oversees the countywide aspects of emergency planning, preparedness,
response and coordination throughout the community.
Bollas and Kallai will serve a one year term presiding over the EMEC,
which is responsible for overseeing the following objectives:

Preparing a budget for use of funds generated under the Emergency
Management Agreement.

Preparing a list of goals for the work plan of the Emergency
Management Agency.

Approving the per-capita charges to each community within the scope of
the charges allowed in the Emergency Management Agreement.

Approving the Summit County Emergency Operations Plan and its annexes
prior to the adoption of the County Executive.

Approving contracts, agreements and memorandums of understanding prior
to the adoption by the County Executive.

Evaluating the progress of the EMA Coordinator and staff in meeting
agency goals and report the information to the County Executive.
The primary responsibility of Summit County Executive Russell M. Pry’s
Emergency Management Agency is to provide professional mitigation,
preparedness, response and recovery services that save lives, reduce
injuries & economic loss and enhance recovery from disasters.
