Effective April 22, 2010:  The US Environmental Protection Agency enacted a new Renovation, Repair and Painting (RRP) Program designed to protect property owners, tenants and children from the hazards of lead.  Virtually all Home Improvement, Electrical, HVAC, Painting, Plaster, Plumbing, Replacement Window and Siding Contractors performing work for compensation in dwelling units built prior to 1978 are required to register their firms with the EPA.  Additionally, shall successfully complete an approved lead-safe renovation course; provide employee training; educate owners and tenants; and maintain records for each project.  Pre-renovation education includes, prior to beginning work the Contractor must provide the occupant with a lead-safe pamphlet end explain precautionary steps for lead safety.

This rule applies when the renovation or repair entails disturbing six square feet of painted surface in any single room or twenty square feet of exterior painted surface.  If you are planning to renovate or build an addition to a home built before 1978, we recommend that prior to signing a contract, verify that your Contractor of choice is EPA complaint and request documentation.  Specific and detailed information may be obtained at www.epa.gov/lead or www.epa.gov/lead/pubs/renovation.htm.

Registering All Contractors Performing Work Requiring A Permit
In an effort to protect our citizens and property owners.  The County of Summit requires all construction trade contractors to be registered.  Contractors register annually, provide the County with a $10,000 surety bond, provide a Workers’ Compensation Certificate and show proof of liability insurance.  Even though the State of Ohio licenses Electrical, Fire Alarm, HVAC, Hydronics, Plumbing, Refrigeration and Sprinkler Contractors, they shall also register with the County of Summit. 
Property Owners Information
Homeowners Affidavit 
The owner of a single-family dwelling that is their primary residence may perform their own work (Building, Electric, HVAC and Plumbing).  However, the owner is required to complete a homeowner’s affidavit and is subject to the same inspections, liability, permits and regulations as a registered contractor.

NOTE:  Prior to the 100% completion of a building or structure, the County of Summit Division of Building Standards offers both a Partial and Time-Limited Certificate of Occupancy.  Either option require that all life-safety elements be completed and approved (i.e.; accessibility, fire alarm, means of egress, suppression) prior to processing the Certificate of Occupancy request.
