A Substitute Resolution earmarking $4,000,000 of the unappropriated funds in the General Fund for the sole use of the Summit County Children Services Board (CSB) for operating expenses for the fiscal year 2008 to negate the need for anticipated layoffs at that agency that would negatively affect the agency’s operations and service delivery to the families and children of Summit County until such time that this Council appropriates such funds to CSB or takes formal action to release such funds, for County Council, and declaring an emergency.

A Resolution confirming an award by the Board of Control of a contract with Montrose Ford for the purchase of six (6) Ford Crown Victoria Police Interceptors and three (3) 2006 Ford Explorers-marked, under CUE, in an amount not to exceed $193,978.59, for the Summit County Sheriff, and declaring an emergency.

A Resolution authorizing the County Executive to execute a grant agreement with the Humane Society of Greater Akron, to provide animal control services for the period 1/1/06 through 12/31/06, in an amount not to exceed $55,000.00, for the Executive’s Department of Administrative Services, and declaring an emergency. A Resolution authorizing the County Executive to execute an enterprise zone agreement between the County of Summit, Twinsburg Township and Technoform Glass Insulation North America LLC and Keystone Diamond Royal Ltd. allowing tax incentives within the Western Reserve Enterprise Zone, in Council District 1, for the Executive’s Department of Community and Economic Development, and declaring an emergency.

A Resolution authorizing the County Executive to advertise for bids and execute a contract, subject to Board of Control approval, for trash removal at various County facilities, for an estimated cost not to exceed $110,000.00, for the Executive’s Office of Budget & Finance– Purchasing, and declaring an emergency.                            Exhibit A

A Resolution authorizing the County Executive to execute the Ohio Environmental Protection Agency’s (“OEPA”) “Director’s Findings and Orders” concerning a complaint related to sanitary sewer overflows/bypasses which occurred in the City of Stow, in Council District 2, under which, in lieu of fines, the County shall expend funds in the amount of $17,777.00 for a Supplemental Environmental Project for the purpose of streambank restoration in the area of the Munroe Falls Dam as part of the Munroe Falls Dam Project, to be completed by 12/31/06, and contribute $5,000.00 to the OEPA’s Clean Diesel School Bus Fund, and authorizing such expenditures, in a total amount of $22,777.00, for the Executive’s Departments of Law and Environmental Services, and declaring an emergency.

A Resolution authorizing the County Executive to execute a contract with the Area Agency on Aging, 10B, Inc., for a grant in the amount of $7,260.00 for the period 10/1/05 through 9/30/06, for the Executive, and declaring an emergency.

A Resolution confirming an award by the Board of Control of a contract with SBC for the purchase of five (5) DS1 data circuits for a two-year period, in an amount not to exceed $1,171.00 per month for a two-year total of $28,104.00, before applicable discounts, for the Executive’s Physical Plants Department–Telecommunications, and declaring an emergency.

A Resolution rescinding Resolution No. 2005-634 and confirming the award by the Board of Control of a contract amendment with SBC to include the addition of five (5) ISDN prime digital voice circuits for the Centrex telephone service contract for all county locations for a two-year period, in an amount not to exceed $3,200.00 per month for a two-year total of $76,800.00, for the Executive’s Physical Plants Department-Telecommunications, and declaring an emergency.

A Resolution authorizing the County Executive to enter into, subject to the approval of the Board of Control, a five (5) year lease with the City of Green, from 1/1/06 through 12/31/10, with one option to renew for one additional five (5) year term, for a barn located at Southgate Farm in Green, Council District 8, for the purpose of providing stables for the horses of the County Sheriff’s Mounted Patrol Unit, for consideration in the amount of $1.00, for the Summit County Sheriff, and declaring an emergency.  

A Resolution authorizing the County Executive to execute a two (2) year agreement with Direct Energy Services, LLC, to supply natural gas for the County’s opt-out natural gas aggregation program, from 4/1/06 through 3/31/08, with a retail adder of $1.94/dekatherm, with one option to renew for an additional one (2) year term, from 4/1/08 through 3/31/10, for the Executive, and declaring an emergency.

A Resolution confirming an award by the Board of Control of a contract with Montrose Ford for the purchase of four (4) 2006 Ford Taurus in the amount of $12,080.81 per unit; one (1) 2006 Ford F250-F series pickup truck in the amount of $24,157.06; one (1) 2006 Ford Econoline van in the amount of $21,314.16; one (1) 2006 F-250 Crew Cab pickup truck in the amount of $21,839.81 and two (2) 2006 Ford F-250 pickup trucks in the amount of $18,130.95 per unit, under CUE, for a total not to exceed amount of $152,203.17, for the Executive’s Office of Central Purchasing, the Sheriff, Juvenile Court and the Fiscal Office, declaring an emergency.

A Resolution confirming an award by the Board of Control of a professional service contract with Key Bank to provide banking services, for the period 3/1/06 through 2/28/10, in an amount not to exceed $79,644.00 per year for a total four-year amount of $318,577.00, with one (1) option to renew for up to a two-year period, for the Summit County Fiscal Officer, and declaring an emergency.

An amended Resolution appropriating $73,251.00 for the County of Summit Department of Job and Family Services-Refugee Resettlement Services, for the Executive’s Department of Job and Family Services, and declaring an emergency.

A Resolution approving Change Order #1, subject to the approval of the Board of Control, to a professional service contract with Buckingham, Doolittle and Burroughs, LLP for legal services on behalf of former County Executive Tim Davis in the lawsuit, State, ex rel. Kim Arnold v. Tim Davis, et al., Case No. CV-2003-11-6422, before Judge H.R. Inderlied in the County of Summit Court of Common Pleas, in an amount not to exceed $45,000.00 (for an increase of 128.57%), provided, however, that such funds shall be reimbursed in the event of a finding of personal liability on Tim Davis’ part, for the Executive’s Law Department, and declaring an emergency.

A Resolution appropriating funds in the amount of $39,810.00 for the System Re-Engineering and Jail Population Management Plan for the County of Summit Criminal Justice System  for  the months of January, February and March of 2006, for the Executive’s Law Department-Public Safety Division, and declaring an emergency.

A Resolution appropriating funds in the amount of $66,832.31 paid into the Domestic Violence Trust Fund for the Battered Women's Shelter, for the Executive’s Law Department-Public Safety Division, and declaring an emergency.
